Don't get over excited by the title, Romana is not coming back . . . . . as far as I know
I was thinking who could play a new incarnation of Romana in Doctor Who, assuming the character is still alive that is.
She was first played in the show by the late Mary Tamm, followed by Lalla Ward, and since last year has been played by 'Buffy the Vampire Slayer' actress Juliet Landau in the Big Finish 'Gallifrey' audio series.
When I used to have a YouTube channel, also known as 'Doctor Who One' before I joined Deviant Art, I'd made a video called 'Doctor Who - A New Romana', and I suggest Buffy's Amber Benson who played Tara in that awesome [and sadly very much missed ] Joss Whedon classic.
But now, I've come up with another actress who could play the role of Romana in Doctor Who . . . . .

Sarah's first acting work was in the Red Dwarf episode 'Stoke Me A Clipper' where she briefly played a French Queen. She now stars in 'Johnathan Creek' Alongside Alan Davies as his characters wife.
But if your familiar with current Doctor Who Executive Producer Steven Moffat's old BBC comedy series 'Coupling' then you'll remember she played Susan Walker, and made the character very well remembered for getting angry every now and then, especially when she was mistaken for another woman in this classic clip from the last episode of the shows first series

We all knew this day would come, but come it finally has. DeviantArt sure has changed in many ways, and not for the better. So many good friends I've made on this site appear to have just vanished over time, some closing down their accounts, while others just keep their account active but never bother to use it. Doctor Who - In defence of Rona Munro

It's probably unnessesary, but I feel like defending Rona Munro.
If you have absolutely no idea who Rona is, she is the lady who, sadly, many Doctor Who fan's apparently claimed KILLED Doctor Who in 1989.
Rona wrote 'Survival', the final story of Season 26 and classic Doctor Who as we know it. The name might sound a bit familiar with new series fan's, as she wrote the story 'The Eaters of Light' for Series 10 back in 2017.
As I understand it, and I think I may have read this originally one time in Doctor Who Magazine, Runo is often accused of being the person who killed off Doctor Who in 1989 with the story 'Survival', which yest

I'm not familiar with any of the actresses you've listed- I just want to comment on the possibility of Romana returning.
Since the canonicity of the audios remains controversial, Romana's return from e-space is not a given.
According to what we've seen on screen, she's still there, so Romana was not in the Time War, and therefore can return.
As to your original point, if I've seen accurate photos of the voice actress playing a regenerated Romana in the audios, I think she'd be a good choice.
